IGN has been counting down there top 25 holiday games since November 13th and number 1 was announced on Dec 18th.
Some of the games include:
Jak and Daxter: The Precursor Legacy
Twisted Metal: Black
Civilization III
Gran Turismo 3

I was shocked at Tony Hawk 3 being #1, I expected MGS2 to be #1. I didn't think that there would also be two Tony Hawks on the list.
