Game framerate sounds ODD!!! :(

Ok, here's the problem. I've experienced this both with the Voodoo 3 3000 and the new GeForce 2 MX400. I can't seem to get a decent framerate in Activision Value's game called Cabela's 4x4 Off-road Adventure. I've tried messing around with the settings I do know, but I don't see much of an improvement. Here are the main Display options, what would be the best options for my setup?

Main Components of Importance.
Pentium 3 @ 450MHz
384MB Ram
nVidia GeForce 2 MX400

Now, the main display options are as follows.

1: Primary Display : Set as "display", there are no other options.
2: Render Type : Set to "Hardware", also available, "Software"
3: Device 3D : Set to "Direct3D T&L HAL", Also available, "RGB Emulation" and "Direct3D HAL"
4: Minification Filter : Set to "Anizotropic", Also available, "Bilinear" and "Point"
5: Transparent Texture : Set to "16-A4R4G4B4", Also available, "16-A0R5G5B5" and "16-A1R5G5B5" and "32-A8R8G8B8", there are other options, but they cannot be set.
6: Magnify Filter : Set to "Bilinear", Also available, "Point"
7: Mipmap Filter : Set to "Trilinear", Also available, "Nearest" and "No Mimap"
8: Opaque Texture : Set to "16-A0R5G5B5", has the same options as "Transparent Texture.
9: Terrain Interpolation : Set to "on"
10: Particles : Set to "on"
11: Force Multi Texturing Blend : Set to "on"

Now these aren't all there are, but the only ones that I do not know and that could be important to what my problem is. As for the minimum requirements for the game, I've more that fullfilled them. Here are the games requirements.

Minimum System Requirements
Pentium 166 with MMX Technology
Windows 95 / 98 / ME
Direct X 8.0 or higher
32MB Ram
Direct X 8.0 compatible Sound and Video card
8x CD-Rom
Keyboard and Mouse
150mb available hard disk space

Recommended System Requirements
Pentium 266 with MMX technology or faster with a 3D accelerator
Direct X 8.0
Windows 95 / 98 / ME
64MB Ram
Direct X 8.0 compatible Sound and Video card
8x CD-Rom
Mouse and Keyboard
150mb available hard disk space

I more than fulfill all of the requirements, but still I have a very poor framerate in 640x480. Though, the game can be run at 320x200, I should be able to at least get a half decent framerate in 640x480. Does anyone have any ideas?

By the way, my framerates are around 10-15FPS at 640x480x16bpp, so I don't know what's wrong, but that's incredibly slow. I don't even get that poor of framerates in Diablo 2.

Value game = Crappy game.

I'd guess the game is just a pile of shit that wasn't programmed well enough to run at a decent framerate.

Well, the thing is, on my brothers Dell it runs a better framerate. It's sporting a 600mhz CPU with 128mb Ram with an old 16mb TNT. I don't see why it does though... :\

A poorly written program or game will get better performance from the CPU than the video card in cases like that. Mainly because it wasn't written properly to take full advantage of your video card.

Game patches are your only hope.

Only hope? :\ I'm running through the stuff now, trying to locate a patch. I was thinking it might have to do with the Device3D options.. I don't know a thing about them...

I got a decent framerate working!!! I switched to RGB emulation, and saw one heck of an increase, I can now play with 800x600 without "stumbles" in the video.
