LOD Single Player FPS Problem...

Last night I was bored and wanted to do something different for a change, so I decided to start a Druid in Single Player on LOD. I get in the game and I check my FPS. To my surprise, it was reading 25fps 25skip. I have no clue why its doing this.
I tried the older detonator Xp Drivers but it didnt help. When on realm play(I dont play anymore though) i get a steady fps with no skip. Anyone know what the deal is with this? Could it be the latest 1.09x patch? I know that when I played SP a long time ago it did not read like that.
PC Specs:
P4 1.3ghz
256mb PC800 RDRam
TNT2 M64 Pro 32mb AGP
Soundblaster 128
Windows ME
I have 2 screens to show the problem.

That discrepency has existed since v1.0.
I noticed it back when I played D2 in single player early on as well. While you're going to feel the occasional chop, as you will in all places, the frame rate isn't any different than normal - just for playing single player. The game is merely misreporting the frame rate.

Ah I thought that might be the case, it seemed like it was running the same as on bnet. Guess my attention to detail was too great. I havent messed with the SP much until now.
