Connection Settings in IE 5.x change

I have a number of laptops connected to my network. When the users take them away they use the built-in modem to connect to the Internet. On re-connecting to the network the laptop always tries to dial a modem connection to connect to the Internet. What is resetting the default 'never dial a connection' setting and can this be enforced? The laptops are Windows 2000 with either IE 5.1 or 5.5.

When the users take the laptops "away and use the built-in modem," do they take them home and use the modem to dial in? In doing so, they would need to change the settings to go from LAN to dialup. If this is the case, then they need to change the settings back, manually, when they bring them back to the LAN. The computer won't automatically detect how it's supposed to be connecting to what network.
SO, in short, the answer to your question "What is resetting the default 'never dial a connection'?" could very well be.. your users.

Yeah, your'e right. What I am trying to do is make the LAN the default setting. I am being too literal though in using 'never dial a connection', it should be 'dial if no network connection present' shouldn't it! Ah well, I should have known that when Microsoft gives an option like 'never dial' it doesn't mean never ever. Thanks for kicking my brain back into gear<g>
