I'm trying to figure out how you would go about creating a custom map or scenario for Warcraft/Battle.net but can't figure it out. Can anyone help. Thanks

When you install WarII B.net edition it installs a scenario map editor. Just go in to the warII directory under programs and start the war2 editor. It is pretty self explanitory. You can click on the help topic if you need more info on something.
You basically lay the land type, trees, water and what not. Then put your starting locations. I haven't made a map in a long time, but it was not that hard to do.

Every RTS game from Blizzard since WCII BNet has come with a map editor. WCII Bnet has one and it's easy to use. Just look in the WC directory and you should find something called war2 editor, like Tecil said.

If you at some time find the strange desire to make an ogre fling axes or set mages on fire (this one can crash the game -_-), etc, ask me and I'll give you some files.
I wish I could make units act as mines so I could make that thievery map...
