Crackdown on "spam" e-mail

WASHINGTON (Reuters) -- Federal regulators kicked off a crackdown on the junk e-mail known as "spam" on Tuesday with an announcement that they had settled charges against seven people accused of running an e-mail pyramid scheme.
The Federal Trade Commission said that the seven defendants had participated in a chain-letter scam that promised returns of up to $46,000 for a $5 payment. Such chain letters are illegal in the U.S. The chain letter eventually drew in more than 2,000 participants from nearly 60 countries, the FTC said.

Why are chain letters illegal? To protect the stupidity of people? Sounds like a lot of laws...

The chain letters are a get rich quick scheam that promise something that can never happen.
typically they expout some story about getting rich, and at the bottom of the letter there is a lsit of 10 names (usually the originator of the letter and 9 of his/her friends. They then say send $1.00 to the first guy on the list then remove his name and add your name to the bottom. You must then pass the letter on to a certain number of your friends (lets say 10)
Assumin that all 10 people keep the chain going each time, and theat they never send the letter to someone that has already received it, by the time your name gets to the top you will get 10*10*10*10*10*10 *10*10 *10 dollars or 10 to the 9th power and the number of people sending you money would be 100,000,000 meaning you would get 100 Million dollars.
Problem is that the original letter is typically sent out to tens of thousands of people not just to 10. Further more seeing as there are only about 10 Billion people in the entire world the last person to receive money would be about the 8th person on the list
