US DoD Fears Migrant Workers in Tech Field

C|Net has an article up on a proposed limit to the freedom of those working within the United States without citizenship:

The U.S. Department of Defense has proposed dramatic new limits on the use of foreign nationals in computer-related projects, rekindling a heated debate over the use of immigrant labor for high-tech jobs.
The proposal to amend the agency's personnel security guidelines could prevent most non-U.S. citizens from working with unclassified information, department officials said Thursday. Right now there are similar restrictions on those who work on technical projects dealing with classified information, but in a post-Sept. 11 world, the department is considering extending the policy.

The ban could take effect in 60 to 90 days if the proposal is approved. The department said it didn't know how many people would be affected by the policy, but it could concern any company contracting with the government agency.


On the outside, it appears as racial profiling. But, I can see where it is a security threat which shouldn't exist. Read more here.

I don't think it can accurately be called "racial profiling," since race doesn't enter into it -- it's citizenship they're looking at, not skin color or ethnicity. That means people from European countries like England and France would be barred, just like all other non-Americans.

I've personally never understood how the tech sector could be laying off so many people in the US while the US government and government contracting companies were hiring foreign nationals to work in the federal tech sector...

what i find appalling is that the US govt has no problem letting migrant workers from mexico over the border but try and come work in the US from canada and its like federal jail time.

If there is a security threat, then the positions should be classified instead of unclassified.

Non-citizens that have work permits in the USA should be allowed to work in jobs that do not require citizenship.

The position being considered by the DoD is discriminatory.

Shalome.... let me throw a few acronyms around for you... EEO and AA. They gotta fill their quotas somehow. My office has been hit by grievances about both.... and the gov't is nutty about sticking to those policies. Those stupid policies/programs allowed some people into my office, who are.....umm lacking technical know how.

All I ask is that the people speak English with out a heavy accent, they can fill the position competently and that Canadian Army guy shave his mustache with the twisted villain looking ends.


Just because a system is unclassified doesnt mean that it is not mission critical or a security threat. A great deal of inter chain of command communication takes place on unclass networks. A great deal of inter-base communication takes place on Unclass systems. In fact a bulk of all DoD communication takes place on unclass systems. And yes it is a neccessary evil, because there are just somethings that has to be transmitted, that do not justify a classified rating.

more jobs should require citizenship. all federal government jobs and contractors should be for citizens only, with a special application for exceptions when necessary.
and its quite possible that the wtc debacle would not have happened if the contractors at the airports restricted their hiring to citizens.

Speaking of which, on the news up here last week, in Canadian courts, a ruling of discrimination was turned down in favor of the Government. The Government is apparently stating that for their jobs, if you want to get promoted, you need to be a Canadian Citizen. Some foreigners thought that was discriminatory. Guess not.

Sounds good to me.

Furthermore, the Govt can hire only Canadian citizens if it now wants too without fear of discrimination. I think this is a good policy for all Nations. Seems to me this is common sense. You want to work in another Country for another Government...then I think you should become that countries citizen.

<----sick and tired of foreigners who come into this Country, take good high paying jobs under the auspices of "you have to hire a minority and reach your quota", and send all their money to their family. In this scenario, this guy/gal is leeching the system and the Country he is working in gets no benefits. Now glad that the system is finally warming up to the problem.

The private sector can still hire anyone they want…just the way it should be.
