Not all nuclear weapons are the ones that blow up entire cities. The ones that would be used would be several times smaller than the Hiroshima bomb. The new standards are in place to help deteur other countries from using biological weapons is all.
As much as I wish all forms of weapons and war were removed, really nothing has changed. If anything, the threat of nuclear war is far less now than back when the cold war was at its highest peak.
Until the whole world is on the same page, there will always be this threat whether or not we or any other nation publically announces it.

It doesn't matter how big of a nuke is used. This isn't 1945. The instant one person commits to a nuclear strike, most countries with red buttons will use them nearly immediately.
Those that aren't automated anyway.

The only thing that covers is ICBM's. Mini-Nukes aren't considered the same thing.

mmm. there was some talks in the local newspaper about the change in policy, but after Kane asked for something on the Internet, I figured I had better check it out...nothing...so I am retracting this post till there is proof.

Did you get this off of some chat?
I haven't seen this in the news. If there is an official change in policy, I would like to see it. Can you point me somewhere?

Hmmm..I am disappointed slightly. This has broadened the acceptability of using Nukes against small nations that harbor terrorist, or do not tow US foreign policies, i.e) communist nations etc...
By that article, the definition of weapons of mass destruction now include high explosives.
Oh well..back to the cold war and arms race. Peace was too sweet a thing to grasp by some idiots I see.
This will force Russia, China to scale up nukes once again. Mark my word.

Well, this may bother some of you.
It was a leaked document. I'm sure the DoD has been making these type of documents for the last 60 years.
These are called Tactical Nuclear Weapons, not strategic. Nothing new here. They've always been around. They've always been available.
I'm sorry that some of the younger folk may have to come to the nuclear reality that I had when I was younger.
The sky isn't falling. This sounds like a bunch of news to make a political statement. There was no policy change. Just a white paper explaining possible tactics.

Kane, I lived through the cold war and know full well what a waste of time that all was.
Your comments do not bother me in the least. Just to let ya know. 
I find it interesting that such a leak would occur at this time. Besides, an argument can be made that it is of more significance after 911. So I don't think it can be chalked up to a regular day at the office. Besides, I find it interesting that your current Government would do such a thing along with Bush’s infamous "Axis of Evil" speech that did nothing other then to alienate other countries around the world.
So I ask anyone, what exactly did North Korea do to the US other then be Communist? I cannot believe for one instant that the US still has an irrational fear of communist countries. Is it because of this "freedom" I hear bandied about so much south of the border? Is it because the US must shape the world in its image or something like that? I am just curious.
I especially like the new definition of "weapons of mass destruction".
