Windows 2000 Professional Wallpaper

We are migrating to Windows 2000 in our business. After building, testing and deploying several Windows 2000 Professional workstations (including laptops), I noticed that when my users log off the domain, they lose the background wallpaper they chose during their own customizing of the desktop. Show Web content is enabled, so they should be able to select a picture and keep it until they change it themselves. Any help would be appreciated.

Are these workstations part of a workgroup, domain or Active Directory?

It sounds like you have a policy setting that enforces a particular wallpaper.

We are on a Window NT domain and migrating to Active Directory in the future. None of the systems has a policy associated with it. When I rifled TechNet, the only reference I found to this type of situation referred to roaming profiles which we do not use.
