Need an expert: How do I change the CR-ROM optimization in Win 2k & XP?

I have a couple older programs that I used to use in Win 95 & 98 that require me to change the CD-ROM read ahead optimization from quad speed to no read ahead. I knew how to do this in Win 95 & 98 but can not figure out how to do this in Win 2K & XP. Does anyone know how?
