Bandwidth limiter

Is there such thing as a program that will allow a person to limit bandwidth between programs? What I am looking to do is to limit the up on different file sharing programs such as Direct Connect and Kazaa so that one could get more than the other at any given time. I have cable, so my up is only around 30k/s.

Hmmm, I dunno of any third party program that can handle the maximum upload/download of other programs. I think this feature has to be built-in within the actual programs that are doing the uploading/downloading. Check the configuration options of your file-sharing programs and see if there is a bandwidth setting.

And stick around for more info, just in case there "is" a standalone program that manages the bandwidth for other programs...
