Inline TIFFs

There's a website a client is using to view legal documents on the web. The documents are in TIFF format however when a document link is clicked the page opens with a placeholder for the document and the user is promted to open or save the document but open is greyed out. How can I hook this user up to view the TIFF inline as intended?

If you're using IE you'll need to find the proper plugin to display TIFF documents in it, or set another program to open them by default.
I wouldn't know where to look for this though.
