Is there anyway I can convert normal RAM into video RAM? I don't have a graphics card, just 8mb of intergrated video RAM and I need 12mb.

Try checking in your BIOS when your computer boots up. There should be some sort of instructions on how, but it's usually done by pressing the Del or F1 key.

I tried that but it doesn't even mention video ram. Is there a way to do it in Windows?

Not that I am aware of.
Frankly, why put up with built in video? Any budget card is heads above what you currently are using...and the price is so low..how can you justify using onboard video?

PCI Vid cards are dirt cheap now. If you running an 8mb Integrated, your probably not playing anything too current, so a TNT2 32mb PCI would be right up your alley if you dont have a AGP slot. If you do have AGP, then perhaps a GF2 would do. If your wanting to play the latest games though, a GF3 or GF4 Ti 4200 would be the best to get.

I haven't had the need for one untill I bought Morrowind and GTA3 but I spent all my money on the games and I have to save enough before I can get a card.

In that case, I wouldnt get anything less than a GF3 or you wont be having good framerates on those games.

A GF2 Ulta or GTS will suffice for both of those games with good framerates.

If he upgrades to a GF2 now, unless he plans on buying a PC in the next 6 months, that card willl be completely out of date in about 3 or 4 months.
Those 2 games are graphic hogs. I would really suggest a GF3 or higher. If he only has PCI though, then definitely a GF2 MX. Unless he wants to spend $50 on a GF2 and upgrade it a few months later, I dont think though he wants to do that.
