Should I upgrade my current video card, which is an ATI Rage 128 Pro 16MB to an ATI Radeon 7000 64MB DDR PLAYBACK before Unreal Tournament 2003 comes out?

Only YOU can decide.
However, I might like to remind you that a Radeon 7000 is a wimpy card. I had a Radeon 64 DDR VIVO a while back and I found it wasn't all that powerful. Now, a 7500 Radeon is that same card, only clocked a little higher. A Radeon 8500 is a much better card. It contains all the newer features and is much faster. I think if you look around, you may be able to find one at a reasonable price.
Personally, ATI failed me so many times with their poor driver support that personally, I would not go with them. If you are satisfied with ATI, them by all means, purchase the card you want. The main thing here is that you are satisfied with your own purchase.

What speed is your CPU and how much ram do you have?

Skyhn asks a good question.
But, unless your running something slower than a P II 500MHz, I think anything you get would be faster than ATI Rage 128 of all things.
I too have heard numerous bad things about ATI's drivers. But like Chako said, you should go with what your happy with.
I could be wrong, but I thought I heard something about ATI's Radeon series being like Matrox's new Parhelia line.
OEM cards are clocked lower than Retail cards?
If that's the case I would definetly get a retail version. And at that point it looks like you'd be getting into the $150 to $200 market. I'd probably go for a Geforce 4 Ti4200 in that case.
If I understand things right, the only card beating NVidia's Geforce 4 line is ATI's 9000 series. Which is bound to be $300+ card.
That's just me though.
Good luck in your search.

How much is that ATI card?
You can get a GF3 Ti200 for about $100, and that is a great card.
