PROBLEM

now, the problem, no boot, well, occasional boot! 90% of the time the system will halt and the monitor will blink a yellow light, constantly, i've had it boot into windows once with my friends 300w power supply, but i really don't think that the power supply is the problem, cause i have a brand new out of the package 400w power supply

Check your memory out download and run the free version of Gold Memory found here:

take a look at the hardware troubleshooting guides on this site. it sounds like your system is posting fine, and gets hung up as it tries to load windows. is this correct? ill assume so, for the moment. try booting with just the cpu, mobo, ram, and vid card (and ps, of course). does it post? since you have a 300w ps available, you can try it with that also. if it posts and everything seems ok, add a hd with the os. repeat the process. you may wish to switch which hd will be your boot drive, in case you have a bad drive.
but, just based on what you said, the problem lies in the ps, hd, or the os install. more info is necessary

New doesn't mean it can't be broken.

You could also try resetting the bios using the clear cmos jumper.

ok, here's the thing, i've disconnected power from everything (hd's floppy, cdroms), and and all data cables from everything, basically MOBO proccessor, ram, vid card, sounds card, nic.

only response i get is blinking yellow light from monitors display, and the green LED on the mobo is illuminated i'm about to poop my pants, maybe theres jumper settings that i can't find. if any one has any info on my mobo layin around help me out thanks guys

my motherboard is insane..... the yellow light power indicator on the motherboaard should be the only one lit up when it is reciveving power from the power supply and the computer is not on, but all three ligyst are on red yellow and green..... and when i hit the com[uter power switch then the red goes off and the green and yellow get brighter and still no respone on monitor. also, i found a loose capacitor on the motherboard that the CDrom was bumping into when it slid back into the drive bay.. i pulled out the cd rom and reconnected the capacitor, could a single capacitor cause the motherboard to ?? ah well gota go, help if you can if not i'll call up abit

yes, that single capacitor certainly could, and most likely would prevent your comp from working. RMA the mobo. dont try to fix it, just send it back.
