the computer that just wouldn't quit

when i shut down my computer it does not fully shut down properly. ex: i goto start, shutdown, click yes, the screen goes black, but the screen the used to say "it is now save to turn off your computer" doesn't show and i can still open the drives and i can hear the cooling fans and things running. Any suggestions or more information i need to post to get a possible solution
i'm running windows me
on a celeron procssesor 700mhz
260 sdram
i have norton systemworks (didn't fiw the problem)

Have you downloaded the latest Windows update from Microsoft? That hang-on-shutdown was a problem that was fixed by one of the service pack releases.

Go here: http://windowsupdate.microsoft.com

Click on Product Update and get the service pack for your version of Windows.

When this happens try hitting ALT+CTRL+DEL, which will bring up the Windows Task Manager-close or click close any programs listed, usually its either the Rundll. or Kernel file that has a problem closing itself, if thats the case, your computer wont shut down until that program closes itself-or until you close it for it. Try that. Usually windows will proceed to shutting down after all programs have been closed...
