Win2K Installation Issue

I've got WinXP installed currently. I have a 2nd HD which I formatted under XP in NTFS format. I disconnected my primary drive and made the formatted drive the master then tried to boot to a win2k CD which is known good. I've booted from it before to install win2k. I configured my boot order in BIOS to boot from CD first. The CDROM is set as the Master on the secondary IDE channel. I set the HD as the Master on the Primary IDE channel. At bootup it says "booting from ATAPI drive....failure" and then prompts me to insert a system disk. I tried using a different CDROM drive and got the same results.
